Azerbaijan Parliament Suspends All Cooperation With European Parliament

The Milli Majlis, the Parliament of Azerbaijan, adopted a resolution on Friday, May 1, 2026, suspending cooperation with the European Parliament across all areas. The decision was the legislature's response to a European Parliament resolution on Armenia adopted one day earlier, which Azerbaijani officials condemned as biased.

Scope of the Suspension

According to AzerNews and Report.az, the Milli Majlis halted its participation in the EU-Azerbaijan Parliamentary Cooperation Committee and initiated a procedure to suspend membership in the Euronest Parliamentary Assembly, the parliamentary forum bringing together EU lawmakers and counterparts from the Eastern Partnership countries. A special parliamentary commission was also established in Baku to assess further actions concerning the European Parliament.

The trigger was the European Parliament's adoption on April 30 of a resolution titled "Support for Democratic Resilience in Armenia," which reaffirmed European backing for the rights of Armenians from Nagorno-Karabakh. Azerbaijani lawmakers framed the text as an interference in regional affairs at a sensitive stage of the post-2025 normalization track with Yerevan.

Speaker Cites Decade of Strained Ties

Speaker Sahiba Gafarova told deputies that ties had been suspended once before and later restored, but that the situation had not changed. "The past 10 years have shown that the European Parliament has no intention of abandoning its biased actions against Azerbaijan," Gafarova said, in remarks reported by Georgia Today and AzerNews.

Wider Diplomatic Fallout

Baku also summoned the EU ambassador, MassisPost reported, signaling that the suspension was part of a broader recalibration of relations with Brussels. Azerbaijani officials emphasized that ties with individual EU member states and with the European Commission remained on a separate footing, distinguishing them from the parliamentary track now placed on hold.
