Azerbaijani customs data published April 16 initially reported that the country imported $960 of goods from Armenia in March 2026, headlined as the first such direct import. Both APA.AZ and Armenian outlets clarified the figure within hours.
The goods were actually roses originating in the Netherlands. They appeared under "Armenia" in the customs report only because of how partner-country origin rules are applied at certain trade nodes. Armenia's foreign ministry separately said no direct flower exports to Azerbaijan had occurred.
Azerbaijan exported $5.76 million worth of goods to Armenia in the first quarter of 2026, a small but symbolically meaningful flow given the absence of formal diplomatic ties. Direct economic exchange between the two countries has remained minimal even as a peace treaty edges closer.
Both governments are sensitive to symbolic firsts in their bilateral relationship. The brief misreporting demonstrated how quickly statistical artifacts can be mistaken for political milestones, and how rapidly both sides are willing to clarify when the underlying reality is misread.
